Indian state of Goa creates special detention facilities for tourists who do not left the country after the expiration of the visa. Minister of State Manohar Parrikar told the Indian Parliament that the isolators would be opened within 3 months

"Foreigners will stay in the remand center until their country brings them back," Parrikar said. According to the government of Goa, from 2011 143 foreign tourists were found at a resort with an expired visa or without a return ticket and without the means to buy it.

Manohar Parricard claims that many of those who are in Goa with an expired visa are engaged in illegal drug trafficking. He also noted that some tourists deliberately throw out their passports, so that the police engaged in a complex procedure for identifying and restoring documents. All this time the foreigner should be on the territory of the state.

In addition to the introduction of special isolators, Goa authorities banned foreigners from working in restaurants and bars on the beaches.
