In the resort cities there will be no problems with communication in English. In hotels at the reception and in the centers of thalassotherapy there are always English-speaking staff, but Russian-speaking employees are few. True in recent years, the number of Russian-speaking staff in the resorts has been growing steadily. The menu in most restaurants is offered in English, and sometimes (but quite rarely) there are menus even in Russian.
From my own observations I can see that for a comfortable stay in Tunisia tourists have enough basic knowledge of English. And travelers from Russia even with the initial knowledge of English feel comfortable here. And when verbal communication turns out to be powerless, the most international language, sign language, will always come to the aid

In the tourist zones a very large number of Tunisians speak English. The hotel staff - in 95 cases out of 100 (5% falls on the "dense" urban "treshki", oriented to the local population, in which you, most likely, will not live).
