Everywhere, except public places (in restaurants / bars it is impossible, at public transport stops and hotel balconies it is possible). If there are no specially designated places for smoking, specify where it can be done: smokers are relatively tolerant (the law prohibiting smoking in public places is valid), but non-smokers usually make a note if cigarette smoke irritates them.
