The Belgrade authorities decided to radically fight stowaways in public transport, replacing the carrot stick with the carrot. As practice has shown, numerous fines, a variety of payment programs and an increase in the number of controllers hardly lead to the expected result: "hares" in Belgrade do not become less.
As an experiment, it was decided to try not to punish free riders, but to encourage law-abiding citizens by giving them chocolates. Only for the first day of the action controllers distributed about 5 thousand chocolates on several bus lines.
However, the method of the whip was not canceled: the distribution of chocolates by local authorities only sweetened the increase in fines by half, which is scheduled for the near future.
