You can change the currency in any branch of the bank when you leave the port. To change is the same as accepting both US dollars and EUR.
Taxi for Carthage from the port of La Gulette will cost about 5 TND, and for Sidi-bu-Said a couple of dinars is more expensive. You do not need to go to Tunisia, Carthage and Sidi Bou Said are to the north of the port, and the capital to the south.
