Do I need a transit visa when flying from Fuentoventura to St. Petersburg via London, if the time spent in London is less than 24 hours?

According to information from the Visa Section of the British Embassy in this case, a transit visa is required to be issued in advance. Presumably tourists can not miss on the border, everything is decided by the Visa officer.

According to the information on the official website of the British Embassy, you can stay in the UK without a visa within 24 hours with air tickets with the date and time of departure to the destination country (other than the one from which you arrived). But the final decision is made by the Visa Officer.
